On June 30, China’s first “flywheel energy storage + million-kilowatt-class intermediate secondary reheat thermal power unit joint frequency modulation” project was officially put into operation at Huadian Laiwu Power Plant, filling the gap in the application of “flywheel energy storage + million‑unit joint frequency modulation” technology in China.

The project utilizes 10 standalone flywheel energy storage units, each with a capacity of 600 kW, which operate in conjunction with the million‑kilowatt unit at Laiwu Power Plant to jointly participate in primary frequency regulation of the power grid. Leveraging their advantages—such as rapid response and high short‑term power output—flywheel energy storage helps compensate for the insufficient primary frequency regulation capability of the million‑kilowatt unit, effectively meeting the grid’s high‑frequency demand for frequency regulation while reducing equipment wear and tear and energy consumption. It is estimated that this approach can cut carbon emissions by more than 60,000 tons annually.
This project is the first indoor flywheel energy storage power station in China. The flywheel units are installed in a shaft within the factory building, and the flywheel shaft adopts an underground reinforced concrete box structure, significantly enhancing its safety performance.

This flywheel energy storage system was developed by Beijing Qifeng June Energy, and Yuanhe Energy provided the grid‑connected converter for this project, which is equipped with the eMetaEMS software platform. Once the system is fully operational, it is expected to enhance the frequency stability of Shandong Province’s power grid.

“This is a significant milestone for China’s flywheel energy storage,” said Jiang Tao, CEO of Qifeng Jueneng. “This system fills the gap in joint frequency regulation between flywheels and million-kilowatt units.”
“We are delighted to see this system put into operation,” said Li De, Chairman of Yuanhe Energy. “The system will greatly enhance the primary frequency modulation response performance of the generating units and help improve the frequency stability of the power grid.”
